176 Mapped Recommendations 5 observer missions
Dashboard Overview

Where Nigeria Stands — 90 Days Out

This tracker synthesises implementation evidence across nine actor categories. Status is a research assessment, not an official score from any observer mission.

176 Recommendations Mapped EU · NDI/IRI · Commonwealth · AU · ECOWAS
1 Fully Implemented Data Protection Act enacted June 2023
31 Partial Key components evidenced, gaps remain
36 In Progress Active process; completion unverified
17 Outstanding Core remedy absent or contradicted by law
91 Not Verified Insufficient public evidence; not non-compliance
Critical finding: 52% of all 176 mapped recommendations remain unverified — meaning FFMI could not locate sufficient public evidence to determine whether or not action has been taken. Only 1 recommendation (the Data Protection Act) is fully implemented. The electoral landscape heading into 2027 carries a substantial unresolved legacy from 2023.

INEC — Independent National Electoral Commission

INEC carries the largest single share of observer recommendations (45%). Key domains: voter registration, technology, results transparency, inclusion, and logistics.

IReV Context: The IReV (INEC Results Viewing Portal) failed in 2023 at scale. The 2026 Electoral Act strengthens the legal duty to upload results at every collation tier, but a comprehensive real-time public access package — all tiers, timestamps, bulk data, reliable fallback — remains unverified. This is the single most consequential open requirement.

Voter Registration

◑

103M+ Registered Voters (CVR Phases 1–3, closed 26 July 2026)

Registration confirmed via INEC/VON, Oct 2026. No independent external audit of biometric and demographic data completed. (CW-21, EU-08, NDI-I09)

✗

Pre-registration of voters turning 18 after closure date

No mechanism verified for people turning 18 between 26 July 2026 and polling day. (EU-07)

◑

PVC collection access — partially improved

Online services operate; instant PVC delivery and equitable collection access at all locations not established. (CW-13, NDI-I08)

✗

Unit-level PVC collection data — not publicly released

A complete national dataset in reusable format has not been located. (CW-22)

✗

Gender registration gaps — targeted programme unverified

No verified reduction in male/female registration disparities in affected states. (CW-14)

Technology — BVAS, IReV and Connectivity

◑

IReV — real-time results at every tier: partial

Legal requirement strengthened. Complete, verifiable multi-tier access with bulk downloads not yet confirmed. (EU-06, EC-03, EU-23)

◑

Nationwide BVAS stress-testing: in progress

Testing ongoing per Aug 2026 assessment; a published nationwide package not located. (CW-24, NDI-I14)

◑

Network/backup capacity: in progress

Resilience under scrutiny; publicly verified comprehensive connectivity and fallback not confirmed. (CW-65)

✗

BVAS specifications and procurement — not publicly disclosed

No complete public package of system specifications, audits, test findings. (CW-23, EU-05)

✗

Secure on-site BVAS authentication (without printed passwords)

Not verified. Operational security vulnerability from printed passwords remains unaddressed. (CW-64)

✗

Party agent BVAS training

Specific BVAS training and competence of party agents unestablished; general staff training is insufficient. (CW-66)

Logistics and Polling-Day Operations

✗

Voting hours still 08:30–14:30

INEC calendar retains the current window. Standard extension to 17:00/18:00 not established. (AU-05, CW-79)

✗

Polling-unit workload equalisation

National recalibration of voter loads, BVAS ratios and staffing not published. (AU-07, AU-09, CW-63, NDI-I06)

✗

Constituency delimitation before 2027

Nationwide completion of pre-election delimitation exercise not established. (CW-11)

◑

Polling-agent accreditation portal: operational — full delivery unverified

INEC's electronic platform is live. Universal timely credential delivery not confirmed. (CW-71)

◑

Ballot secrecy — persistent weakness

Noted as live weakness in August 2026 assessment. Universal layout and folding-practice improvements not confirmed. (CW-78)

Inclusion — Women, PWD, IDPs

◑

Disability inclusion training: documented

INEC/Canada/IFES training underway Oct 2026. Nationwide accessible polling unit delivery not verified. (EU-18, CW-44, CW-45)

◑

IDP voting framework: in progress

Framework listed by INEC; August 2026 assessment still calls for updated arrangements and camp surveys. (EU-19, NDI-I15)

◑

Voter education: in progress, reach unverified

Inclusive training documented with Canada/IFES support. Nationwide behavioural outcomes not verified. (CW-40, NDI-I12)

Accountability and Transparency

◑

Proactive communication: partial

A complete polling-unit cancellation register with reasons has not been located. (NDI-I03, NDI-I04)

◑

Electoral offence prosecutions: ongoing, ledger incomplete

Cases involving 774 alleged offenders reported Feb 2025; three convictions from 2023 cycle. No complete national disposal ledger. (NDI-I10, EU-22)

Primary Implementer: 45 Entries

National Assembly

The National Assembly holds the largest legislative reform mandate. The Electoral Act 2026 represents progress on transmission duties, but multiple structural reforms remain unaddressed.

Electoral Act 2026 (Act No.1, Gazette No.40 Vol.113, assented 18 February 2026): Strengthens BVAS and electronic transmission requirements. Key ambiguity: a communication-failure fallback coexists with the clearer transmission duty. Operational reconciliation of paper and electronic records remains to be observed.

Legal Framework Reforms

Separate INEC oversight functions (finance, offences, registration) Not Verified CW-02
Dedicated campaign accounts and disclosure Not Verified EU-11
Cap nomination fees Not Verified CW-15
Reform cybercrime speech offence (s.24 Cybercrimes Act) Partial CW-55 / EU-15
NBC and NTA/FRCN independence and accountability Not Verified EU-13 / EU-14 / NDI-G09
Electoral-offence enforcement and resourcing Partial NDI-G03
Data Protection Act enacted Implemented CW-27
Note on journalist safety: Despite the 2024 Cybercrimes Act amendment, the Committee to Protect Journalists (CPJ) documented continued detentions and summons under the amended law as late as July 2026. EU recommendation EU-12 and NDI-G12 both identify this as outstanding.

Political Parties

Political parties face 18 recommendations, primarily concerning electoral violence, vote-buying, inclusion, and internal discipline. The IRI August 2026 assessment documents persistent monetised competition and intimidation.

IRI August 2026 finding: Violence and monetised competition remain "persistent" in Nigeria's political environment as of the August 2026 pre-election assessment. Seven party-facing recommendations are rated Outstanding — meaning the core remedy is absent or contradicted by documented practice.

Persistent intimidation and violence documented. No consistent party discipline record established. (NDI-P01)

✗

Discipline hate speech — Outstanding

Multiple missions; consistent party disciplinary decisions not verified. (NDI-P02)

Presidency

The Presidency is the lead implementer for 11 recommendations spanning journalist safety, disinformation governance, women's representation, and currency policy during electoral periods.

Journalist Safety — Outstanding

EU-12 (Priority) — Outstanding: EU observers identified journalist protection as one of six priority areas. CPJ documented continued harassment, detention, summons, and punitive bail conditions as late as July 2026. Effective protection and systematic accountability for attackers have not been established.
RecommendationStatusRefs.

Currency Policy Risk

Two missions (AU-02, CW-08) called for published election-impact reviews and binding policy-timing safeguards to prevent currency or monetary policy changes disrupting the electoral environment — as occurred in 2023. No published evaluation or safeguard mechanism has been located.

Security Institutions · Judiciary: Combined Assessment

Security & Justice

Security institutions carry 6 mapped recommendations; the judiciary carries 3. Journalist protection sits across security, judiciary, and the presidency. Electoral malpractice prosecution is a shared failure.

Security Institutions (Police, Security Agencies)

◑

Prosecute 2023 electoral malpractice — Partial

Reports of 774 alleged offenders (Feb 2025), three convictions from 2023 cycle. No complete disposal ledger. (NDI-S01)

◑

Secure INEC facilities — Partial

Threat assessment and security planning exist; intimidation and violent collation disruptions continue to be reported (IRI Aug 2026). (CW-52)

✗

Sanction partisan police conduct — Not verified

A complete disciplinary record for partisan conduct or deliberate non-intervention has not been located. (NDI-S03)

✗

Unified election security incident call-centre — Not verified

A nationwide unified routing centre and coverage have not been verified. (NDI-S05)

✗

Protect and sensitise journalists — Outstanding

◑

Prevent targeted voter suppression — Partial

Security planning exists; intimidation and violent disruptions at collation sites continue. (NDI-S07)

ICCES — Inter-Agency Consultative Committee on Election Security

Statutory footing for ICCES: In Progress

Election security coordination continues. Statutory specification of composition, leadership, and effective nationwide local structures has not been established. Required from both National Assembly (NDI-S04) and the security agencies themselves (CW-73).

Judiciary (3 recommendations)

✗

Judicial capacity, resourcing and consistency — Not verified

Additional funding, specialist training and reduction of inconsistent orders not demonstrated. (CW-05)

✗

Consistent defection judgments — Not verified

Consistent treatment across defection cases not established. (CW-20)

✗

Broadcast presidential petition hearings — Not verified

A standing rule for live broadcasting of presidential petition hearings not verified. (CW-10)

Media / Platforms · Civil Society: Combined Assessment

Media, Platforms & Civil Society

Media organisations carry 6 recommendations; civil society carries 3. None of the media recommendations are verified. Civil society's 3 entries — on women, youth and IDP inclusion — show partial progress.

Media Organisations and Platforms

RecommendationStatusRef.
Impartial editorial standards and equitable coverage Not Verified CW-56
Label paid political advertisements separately Not Verified CW-57

Counter gender-based electoral violence online Not Verified NDI-M03
Platform civic safeguards (rights-protecting framework) Not Verified NDI-M02
NBC: publish broadcast regulator rulings Not Verified NDI-G10
FFMI note: The complete absence of verified compliance in the media sector — six recommendations, zero confirmed — reflects a significant gap in public-interest accountability. Election coverage integrity and platform governance for disinformation are directly connected to electoral credibility.

Civil Society (3 recommendations)

◑

Promote women leaders — In progress

Special-seat advocacy and public dialogue are documented. Effective representation gains remain dependent on party and legislative action. (NDI-C01)

✗

Youth leadership development — Not verified

90-Day Pre-Election Window

Risk Register & Key Dates

Priority risks for Nigeria's 2027 elections based on unresolved recommendations and the IRI August 2026 pre-election assessment.

Critical

IReV Failure at Scale

If the results-viewing portal fails to deliver real-time polling-unit level uploads — as it did in 2023 — the legal requirement of the 2026 Electoral Act is violated and public trust in results collapses. Stress-testing at national scale has not been publicly confirmed.

Critical

Electoral Violence and Monetised Competition

The IRI August 2026 assessment documents persistent vote-buying, intimidation, and violent conduct. Seven party-facing recommendations remain outstanding. No party-level or state-level accountability mechanisms have been independently verified.

High

Unverified Voter Register Integrity

No independent external audit of biometric and demographic voter data has been completed. INEC–NIMC identity collaboration is documented, but this is not proof of an audit. With 103M+ registered voters, register integrity is fundamental to credibility.

High

Journalist Safety and Media Freedom

CPJ documented continued harassment as recently as July 2026. Journalist protection is rated Outstanding by the EU (one of its six priority areas). Media freedom suppression undermines information integrity during the campaign period.

High

Polling-Unit Overload and 6-Hour Voting Window

The INEC calendar retains 08:30–14:30 voting hours. Polling-unit workload equalisation has not been published. The combination of high voter density and a short voting window drives queue-based disenfranchisement.

High

BVAS Authentication Vulnerability

Secure on-site authentication without printed passwords has not been established. Printed-password exposure creates impersonation risk. No offline fallback compliant with current law has been independently tested.

Medium

Women's Representation — Bill Not Yet Law

The special seats bill remains in legislative process as of October 2026. Without passage, women's share of elected positions at the 2027 cycle will not structurally improve. Advocacy is documented; the enforceable measure is not.

Medium

Currency-Policy Timing

The 2023 currency redesign and withdrawal disrupted the electoral environment. No published election-impact review or policy-timing safeguard has been located ahead of 2027 (AU-02, CW-08). The risk of monetary disruption during the electoral period is unmitigated.

Medium

Unverified Media Sector Compliance

All 6 media recommendations are Not Verified. NBC editorial independence, political advertisement labelling, and platform disinformation frameworks remain unevidenced. This gap in accountability creates an unregulated information environment in the final campaign weeks.
